Lesson Five

State Taxes - Unfair and Inadequate

This workshop uses a Human Bar Graph activity to demonstrate the regressive tax structure of most states. (Trainers can obtain and insert their state specific data for the activity.) Participants follow up with a discussion on how a few simple reforms would markedly transform most states' ability to raise adequate revenue for public education even while reducing the overall tax liability of many taxpayers. The workshop explains how in the absence of such reform states will continue to rely on unstable and regressive revenue streams such as sales and excise taxes and fees or will resort to massive budget cuts to balance their budgets.
